Prof. Cheluchi Onyemelukwe is an expert in health law, with experience of over 20 years.
She is Managing Partner at Health Ethics and Law Consulting, a health law and policy firm, which provides cutting edge legal and policy advisory on the life sciences and health.
She is Professor of Law at Babcock University, where she teaches Health Law and Policy. She is also Visiting Professor at the Institute of Advanced Clinical Sciences Education, University of Medical Science, Ondo, Nigeria where she has taught clinical research regulation.
A leading expert in health law in Nigeria has provided legal expertise in the areas of health systems law, policy and regulation to a variety of clients across a range of work in the public and private sectors.
She has worked extensively on developing health legislation inside and outside Nigeria, including on clinical research. Working with Health Ethics and Law Consulting, most recently, she supported Lagos State on developing legislation on biobanking and biosecurity.
She holds a doctorate degree in law from Dalhousie University, Canada. She has a First Class degree in law from the University of Nigeria. Her academic awards include the prestigious Killam Scholarship, the Canadian Institutes of Health Research Fellowship Training Award, amongst others. She was recently nominated for the PSHAN Health Leadership Award in 2023. She was named a Nigeria Health Hero by Nigeria Health Watch in 2020.
Her research has been published internationally and addresses issues of health governance, including clinical research regulation. Her book on clinical research regulation, Health Research Governance in Africa: The Law, Ethics, and Regulation of Research Involving Humans was published by Routledge, UK in 2018.
